For most hobbies and low-risk activities, the <a href=\"https:\/\/www.easa.europa.eu\/en\/domains\/civil-drones-rpas\/open-category-civil-drones\" target=\"_blank\" rel=\"noopener\">open category defined by EASA<\/a> is the right starting point. It is divided into A1, A2, and A3: so it\u2019s not the word &#8220;built-up area&#8221; alone that decides, but the risk level of the operation.  <\/p>\n\n<figure class=\"wp-block-table\"><table><thead><tr><th>Flight cases<\/th><th>What to remember in the city<\/th><\/tr><\/thead><tbody><tr><td>Height<\/td><td>In the open category, do not exceed 120 m above the ground, unless there is a lower local limit.<\/td><\/tr><tr><td>People<\/td><td>Never fly over an assembly of people. This explains why a flight theoretically compatible with A1 might remain prohibited over a city center, near an airfield, a hospital, a military site, an event, or a protected area. Within the European framework, operator registration is required for many drones equipped with a camera or sensor, including some lightweight models. C1, C2, C3, and C4 drones also involve registration and competency requirements. A small and light drone doesn&#8217;t give you a free pass in the city. <\/p>\n\n<h2 class=\"wp-block-heading\">Checklist before taking off in the city<\/h2>\n\n<ol class=\"wp-block-list\"><li>Identify the class marked on the drone (C0 to C4) and the corresponding flight subcategory.<\/li><li>Consult the country&#8217;s official UAS map on the day of the flight, then check for any temporary restrictions.<\/li><li>Check your operator registration, your training certificate and, if necessary, the applicable authorization or declaration.<\/li><li>Stay away from uninvolved persons and cancel the flight if there is an assembly of people.<\/li><li>Stay in direct visual line of sight, below the authorized height, and away from sensitive infrastructure.<\/li><li>Protect privacy: do not broadcast identifiable images without a legal basis or appropriate agreement.<\/li><\/ol>\n\n<h2 class=\"wp-block-heading\">Do you need authorization to film in built-up areas?<\/h2>\n\n<p class=\"wp-block-paragraph\">Not systematically, but it&#8217;s frequent as soon as the scenario exceeds the limits of the open category. The specific category may rely on an operational authorization, a standard scenario (STS), or another arrangement provided by the competent authority. Don&#8217;t confuse the authorization to fly, the rules for taking shots, and the right to film: a place authorized for flight does not exempt you from respecting privacy, rights to the location, or restrictions from an event organizer.  <\/p>\n\n<h2 class=\"wp-block-heading\">FAQ<\/h2>\n\n<h3 class=\"wp-block-heading\">Can I fly over passers-by with a drone under 250 g?<\/h3>\n\n<p class=\"wp-block-paragraph\">A C0 drone can, in A1, pass over an uninvolved person under certain conditions, but this should be avoided whenever possible. Flying over an assembly of people remains prohibited. The local zone may also impose a stricter ban.  <\/p>\n\n<h3 class=\"wp-block-heading\">Can I fly in my street or my garden in the city?<\/h3>\n\n<p class=\"wp-block-paragraph\">A private garden does not neutralize airspace rules.
